Engineer: star rating MUST increase during reno - true?

I'm in Canberra, and my new engineer for a house reno says that I have to increase the star rating during the renovation - "it's the law".
Now, I didn't push it at the time, but thinking back I don't remember reading anything that says this.
Does anyone know if the ACT law is that a renovation must (!) increase the star rating? Presumably the threat is that the reno wouldn't get approval without it.
 
call council, it sounds odd but with all the green tape being introduced maybe act is leading the way.

How much of a reno? does he want to just put in some water saving taps??

the engineer should provide more info beacuse if it was something like adding solar panels or rainwater tanks it really doesn't concern him and im sure the council da would specify mandatory inclusions.

Time for a new engineer before entertaining his vague info

The reno is pretty big - adding 50sqm deck and garage outside, new wiring, remove asbestos in wet areas, remove one wall, move kitchen, add ensuite. Just a little bit ;-)
