Fee for Tender for Construction drawings and FF&E schedule

Hello, I recently received approval from council for building 2 independent houses; in the process of getting construction cert. My architect advised me that since it's dual occupancy I can't do as owner-builder and needs to go to a builder and to go to builder I need to have Tender for Construction drawings and FF&E schedule for which he gave a fee of about 9500$(incl GST). He is selling it by saying we need this to sign a tight deal with the builder with out any open interpretations.

Seems excessive to me, what do you guys think? Building sizes are 170 sqm & 160 sqm, both are 2 floors.
