Fence Repairs

This is a two part question.

I am considering purchasing an IP where the fence on two sides is in bad need of repair/replacement.

First basic question:
Who is responsible for the cost of repairs? Is it shared between adjoining property owners?

Second question:
At what stage would the repair be considered a capital expense and not a simple maintenance/repair for tax purposes?
