No. You get it only once.

Its called the FIRST home buyers grant because its for the first purchase of a home. You cannot get it twice. If you move into an IP within first year for 6 months at least then it is classed as a home for FHOG purpose and you get the grant for that property. Any future home purchases are 2nd or 3rd home purchases and there is currently no 2nd home buyers grant, so you will not get any more money unless they introduce that. (read not likely)

Yep gas, electricity, mail direction for example all have to be shown to be in your name.You have to be seen to be using your utitilites and to be residing there. So..... basically you need to have a record of yourself living there. The only way you can do that is to move in.
