Finding the owner

I'm looking at a property where the owners are overseas that I want to make an offer on. How do I find their contact details or the real estate that manages the property? Is it in rpdata or is the council an avenue to provide the info?

I was trying to pin down the owner of a house in Perth that was for sale couple years back. Having had a membership to Pricefinder.com at the time, one of the portal pages details for a given property the years at which it was purchased, how much it sold for an who is the current owner.

Having established the vendors name, I used trusty old facebook to track them down an thus, sent a private message and went from there.
So in short, if you know someone with a Pricefinder.com membership; see if you can establish a name.

There is more to it than doing a search to find out who the owner is.
