Fire Safety Lights - Legislation - On 24hrs?

Hi all,

Quick question:

For a strata building do lights in the common areas need to be lit up 24/7 (in the name of Fire Safety) ? These are actual staircase, common area lights, not the 'Exit' sign which I beleive do need to be on 24/7.

Our strata manager is saying that 'yes' they do. One of the owners spoke to the council's Fire 'manager' (sorry dont know the proper term to use) and he says no they don't.

What governs fire safety rules and whether the common lights 'must' be on 24/7 or not ? Is it the NSW Gov Legislation, or the local Council ?

This is a building in Holroyd Council.

Some formal references to docos that can advise me who is right, and who is wrong would be fantastic!
