Front set back - what does this mean?

Hi all

I am going through the Parramatta LEP - as we are hoping to buying land, and building a second dwelling for us.

Ideally this lot will be a corner lot.

The following re front set back is not making sense to me:

not forward of the main building frontage unless integrated into the design of the principal dwelling and setback in accordance with provisions for dwelling houses
? secondary street frontage (corner allotments):
3 m
? rear lane: minimum 1.5 metres

Trying to get an understanding of whether the new (secondary) dwelling needs to be in line with the primary dwelling? Or the house next door?

Re side set backs, for 2 storey, it notes: minimum 2 metres for 2 storeys

Does this mean 2 meters from each side???

Also, I understand the Floor to Space ratio is 0.5:1 - but just looking at google maps, I can see houses which look much bigger than this ratio. Are councils flexible with this? (esp for corner lots?). Do you normally have to subdivide to be able to build like this? I think - no.

Overall the criteria seems so difficult to meet!! Surely it cannot be too hard?!

Cannot sit infront of the existing house ie if the existing house is 6 m from the street, it cannot be in this part of the

? secondary street frontage (corner allotments):
3 m

ie 3 m from side boundary
? rear lane: minimum 1.5 metres

ie 1.5 m if you have a back lane

There may also be a restriction in having a 2nd storey house at the rear of the block as well, it may be limited to single storey.
 
One thing to be aware of with setbacks are that certain things are allowed within the front setback such as:

Porches, verandahs and pergolas, with a maximum height of 3.6m.
Eaves, fascia, gutters, sunblinds, shade sails, screens, decks, steps, or landings less than 800mm in height.
