garbage charges ,who pay?

:confused:I read the rental handbook, but I can not find clear answer to this one:
I understand coucil rates should be paid by owner but how about garbage charges in the rates? In Victoria.
Who should be the one pay for it. Owner or Renter?

Not sure if Victoria is different, but in Brisbane the rates figure includes garbage collection and is paid by the owner of the property.
 
They just changed my garbage hoo-hah here (new bins, recycling, yada yada) and all the paperwork was quite explicitly addressed to 'the ratepayer', and that's me.

There was actually so much ratepayer talk in the brochures it read like noone in the entire council would dream of being a tenant. They could have used the word 'resident' or 'occupier' or *gasp* 'tenant' at least ONCE ffs!
 
The residential tenancies act has a list of things you can pass on to the tenant - eg water supplied, if separately metered. There are only a few items.

As waste disposal is not listed - you can't make the tenant liable to pay the bill. But you could factor in your costs in to the rent.
