granny flat in approved extension

I've got a house in Gold Coast city council (Helensvale) with a approved 'rumpus room addition'. Does anyone know the logistics of converting some of this to a approved granny flat? What are the approval costs involved? Is it a rubber stamp or will it be difficult?

Extension is about 100sqm, granny flat would be about 25/30sqm bedsitter design with own entrance down the side of the house.

I thought there is a federal law that if all setbacks meets the requirement than u can build a 60sqm granny flat 2 bedder and approved within 7 days. Don't have to go through local council
