Great Start Grant Technicality

Long time lurker on these forums. This may be a stupid question to kick off my posting with, but here goes.

We are currently renting a brand new apartment in QLD which has not yet been sold by the developer. It has been on the market the entire time we've lived here, with no sale. We are now considering buying the apartment.

I am fairly sure we're ineligible for the great start grant because we are already occupying the apartment and the wording in the documentation is "the home has not been previously occupied or sold as a place of residence"

Is there any chance that I would actually be eligible for the great start grant? Has anybody had dealings with the OSR on this? Is it possible to speak with people there who are helpful and knowledgeable?

For the sake of clarity, we meet all other eligibility criteria for the grant.
