Help with floor plan & council approval question

We are thinking of having a small modification to a terrace house. And we'd like some info whether this would need a council approval and maybe some ideas on floor plan. Thanks in advanced.

1. Can we change the front living room, and converting it to a flexi room (study room/guest bedroom)?

2. Combined the laundry and WC, and create a combined laundry and bathroom (shower + toilet).

3. This is a typical terrace where it's an open car space in the back, can we close that off? Have a roof over the car space?

Anyone has better ideas on the floor plan?

Are all these possible without council approval?

Any suggestion on builders/contractors?

If you are building or demolishing any walls you will require approval unless it is exempt development.

Have a look at blueridge construction who do a bit around the Inner West on older homes.
 
Thanks for the advice.
It might sound dumb, but we never done any reno, so if we do need an approval, should we get builder to do that? or get someone specializing in getting council approval?
