Is it an existing property (i.e. with a house)?

Phones for a brand new property may require a trench dug and a conduit put in to the street.

Gas - if the place hasn't got a gas meter already, then you'll need to get it piped from the mains.

If it's an existing house that has been inhabited before, the phone line has probably been disconnected but should still exist. You'd then need to pay the standard connection fee (around $60 I think) should you wish to reactivate that line. If it's an IP, the tenant would pay that fee.
