Is this a pump and dump?

Why would people provide information like this free? What is there ulterior motive?

I can understand newsletters like Intelligent Investor, who have a paid subscriber base. But this?
During the dot-com era, when stock market fever was at its height and many people spent significant amounts of time on stock Internet message boards, a 15-year-old named Jonathan Lebed showed how easy it was to use the Internet to run a successful pump and dump. Lebed bought penny stocks and then promoted them on message boards, pointing at the price increase. When other investors bought the stock, Lebed sold his for a profit, leaving the other investors holding the bag. He came to the attention of the U.S. Securities and Exchange Commission (SEC), which filed a civil suit against him alleging security manipulation. Lebed settled the charges by paying a fraction of his total gains. He neither admitted nor denied wrongdoing, but promised not to manipulate securities in the future.

But not all blogger sites like this reviewing stocks have the intention of scamming people. I have written up reports on stocks for my blog at times, sometimes it's because I already hold stock in the company and believe it's a good buy, other times it's been because I've been looking at a particular company and interested in reader feedback and thoughts...

Why do people on this forum take time to share their thoughts on a particular suburb or deal? Sometimes it's because they hold a position and want to increase interest in the area (pushing up prices) or because they think it represents good value and like to share their finds or get feedback on it...

I question this myself sometimes. But due to the general lengthy timeframes (and transaction costs!) with property transactions, I think it's a lot more difficult to get the critical mass (# of transactions) to successfully push the price of a specific area in the same way.
