Looks straight forward.

Article reckons that:

1) New residential property development is down;
2) Will improve later but not by enough.
3) Shortage in residential properties.

Yeah sorry I should have also pointed out that my real problem was with the headline, both on the article itself and more particularly on the main news.com.au page, which was quite misleading. A classic case of the subbie creating a headline which doesn't match the article's contents.
