Minimum lot size - battle axe block in Blacktown?

With council shut for the day, I was wondering if anyone could shed some light on the current minimum block size that you would need to do a battle axe block subdivision on the back of a rectangular low density residential block (such as 500m2 for the battle axe and 450m2 for the front block for a min 950m2)?

Also, does this change in the draft BLEP 2013 which mentions 450m2 as the min subdivision size for R2 versus 2(a) under the BLEP 1988?
