Moving out within the 21-day notice period...

Just wondering when the tenant gives a 21-day notice to the real estate and the tenant decides to move out say after 14 days, does the tenant still have to pay the rent for the full 21 days? How does this work?

Yes, unless another tenant moves in sooner. From the time they give notice, they have to pay until the end of the notice period, or until when a new tenant moves in, whichever is the sooner.
 
It doesn't matter if they move out before - they also still have the right to use the property until the 21 days and the final inspection by the agent is completed.
So yes, the tenants are liable for the $.
