n.s.w affordable housing

has anyone considered the n.s.w government's affordable rental housing scheme that was brought in last year,i.e in relation to building a boarding house or updating a house to satisfy the criteria for a boarding house as in room size(min 12m square) etc etc.which can be constructed or approved on residential blocks....The way it reads to me is that if it meets the criteria your local council has to pass it...Has anyone had any experience with this?
 
i have 3 DA's lodged in council for
1) 4 townhouses
2) 35 apartments
3) 13 apartments

1st one got refused by council..will be heading to court after council refused it based on the grounds of "not in the public interest" Had alot of objections but we comply with the SEPP
2) & 3) are still in the system..
not many ppl know about this , but i just hope it sticks around after labour looses next yr..its actually helping the rental crisis in this state
