Negative Gearing On The Way Out?

Hi,
Just read an article on negative gearing being limited on residential property on ninemsn in the next budget. What's being talked about is that the benefits of negative gearing will only be available for new builds so as to stimulate the building industry, negative gearing won't be available for existing houses that are bought by investors. What are people's views on this if it does come in ? Those who have already got houses won't be affected and can still claim it will only affect those who purchase in the future.
