Off the Plan in NSW and stamp duty?

Can buying OTP in NSW save on stamp duty on the transfer/contract?

ie can a contract be set up so that I only pay stamp duty on the land value?

Or do I need a seperate contract with the vendor of land, pay SD on that, and another contract with the builder, which I guess may not be classified as OTP.

Is it the same in Qld?
