Offer before all due diligence

These days, can you still do all due diligence (strata, b&p, value etc) before submitting an offer?

In my experience, the answer is No.

Before we even got time to do all of these, agent will encourage you to submit an offer; he will word it in such way that "if you like it, I would recommend you to put in an offer.

Let say if we submitted an offer of $500K for a property and later on we found that there is issue with Strata, B&P, Value or what not ... questions are:
  1. Can I re-negotiate my initial offer based on this flaw?
  2. If not, does it mean that I will definitely lose 0.25%?
