Personal Properties Register - but not property?

Is it an unfortunate title? My understanding is that items on this Register will include just about everything but Property. Why?

The article in the Money/Credit section of the Melbourne Herald Sun on Mon 24 May says:

"...the kind of property to be included in the registry will be almost anything except land."

So does land mean "house and land"

OR

"vacant block"

Sounds almost like registering a mortgage on non-land. Like a chattels mortgage, but recorded somewhere.

Just another way for our socialist government to keep track of us? :rolleyes:
