Cost of project is not on actual cost..it is being sold as how much will it save and cost adjusted accordingly.

actually just thinking about that... I have no idea what that means. Is that the cost or not? If the cost is being adjusted by what it saves that means it's even more horrifically expensive than it sounds
 
Is anyone else stumped as to why it costs so much to build roads? This is 13.4kms at a cost of $1.6bn... do I understand that correctly? Presumably they are diamond encrusting the surface to make it long lasting

From memory the entire Perth/Mandurah rail line was only $1bn?
Isn't the Roe extension going trough Bibra Lake? That will not be cheap I guess.

The other thing is if the govt doesn't already own the land in the project area, it could get expensive to buy.
