The RBA wants to make sure the banks have sufficient capital to hedge that event and its effect of lending multipliers. Its more a capital adequacy test than something about rates.
This appears to be the source RBA doc & pages 12 & 85-88 appear to be most relevant, but the rest is worth a quick skim. It's just a discussion paper - no mention of any 4% buffer that I could see.
