Renovating in Queensland

I had an interesting experience with an owner builders training company recently.
In Queensland if you want to carry out (DIY)building work including renovations that are over $11,000 your required to complete the owner/builders QBSA accredited course.
The twist is that you must have your name on the deed of the house.
You can only carry out one renovation at this level in a six year period, regardless of how many houses you own. So you cannot carry out any more major building projects in this period on that or any other properties you own in Queensland?
You can however have as many building projects underway if they are carried out by a building trades person.
Seems to me that this is over protection of the building industry trades.

Anybody else come across this situation in Queensland?
