Return on equity

Hi everyone! I've been lurking for a couple of weeks and this is my first post.
I am interested in the % return on equity that people are achieving and targeting. I have had a written plan for over a year and it has made an extraordinary difference. My strategy is buy and hold although we are doing a small development this year.
The variables are, I think:
CG%
LVR
CF+%

CG% : I plan for 6% but have done above this over the past 4 years
LVR : Don't have any set targets but keep it well below 80% where possible
CF : I look at CF before and after tax for each IP and combined. I look at $$ rather than % because my final target is $xx/year passive income.

What targets have you set yourself ?
