Seaford/Frankston - Special Building Overlay

G'day.
Looking through a few S.32's in past couple of weeks.
Noticed a few properties in Seaford have a condition "Special Building Overlay".
I guess this relates to overland flooding - or potential to..

Can some members who have more experience in the area tell me if this is a regular thing to see, or is it a select few streets for example?

I have noted various council forms to fill in to get around this, but does anyone have experience with developing on a property containing this condition?

Given the proximity to the beach and former wetlands/swamps, special building overlays are common in bayside suburbs.

In a build, this generally translates to things like the minimum depth of foundations needing to be lower, or floor levels needing to be higher.
