Section 32 clarification

The real estate agents used to provide a section 32 as part of the service, they did my daughters only 2 years ago, but now we have to pay $770 for one. Not only that, but the conveyancer has required me to provide all the info, she doesnt seem to have done anything except type up all the info I gave her. But what really gets my goat is she is trying to force me into getting Owner Builders Insurance so she can include this on the section 32 when we havent even sold the house yet. As owner builders I know we have to have this but I dont believe I need it until actual settlement, can anyone advise if this is so. Also can I clarify if we actually have to sign the Section32
