Selling subdivision off the plan

I have a 4 block acreage subdivision in North QLD with complete DA and works approval, but have not yet got finance to complete the subdivision. My finance broker has advised me with presales I should have no trouble getting finance.
I am going to approach a lawyer (MacDonell's) today about "off the plan" sales. I have heard I need "Minister's consent" before I can advertise the blocks, I presume this relates to having the plan registered (even though I won't have title at this point).
I wondered if anyone had any comments.
(I also posted on this topic in Finance and got some very helpful advice, which has helped me move forward, but thought this was a better location to continue the topic).
