Setting up poll

Could anyone tell me how to set up a poll. Also, do you have to post to be able to vote?

Thanks for the link, I tried a search but couldnt find anything. What I meant was, do you have to post a little message on the forum before you can vote, or is that optional. I would like to know how many people have voted
