Sewerage manhole in vacant land behind property

I inspected a property yesterday which has 15m frontage. For 12m they have bult the property leaving a exact space only for a small car to go behind the property. Detached from the building, straight to the car way is a garage built.

We found a Sewerage man hole in the empty land behind the garage. Neighbours mentioned that since sewerage manhole is in the vacant land behind the property, atleast a truck size way should be allowed to the side of the property for any trucks to pass-by, in case of emergency or blockage. Hence the property side wall may be removed by Sewerage department. Also the garage could be illegally built as it is blocking the way for the truck to reach the man hole.

They also added that more than sewerage pipes running on vacant land, having sewerage man hole is more of an issue.

Please advise how critical the issue is. Thanks in advance.
 
If the property is in Sydney go online to the Sydney Water Website and find your nearest Quick Check Agent eg Reece Plumbing. There will be a cost involved.

Any Quick Check Agent can review the blocks plans and advise if there is an issue.

Generally manholes require 24 hours access and at least 1 metre clear to any buildings/fences etc.

If the garage is built over the sewer line and is not approved, that could be an issue.
