Stamp duty refund?

A friend bought OTP unit and could not settle. So he lost the 10% deposit he paid to the developer. Prior to settlement he also paid stamp duty on property transfer (NSW) of $8,600. Is he entitled to a refund from the OSR?

I would think he would, since there was no transfer done.

Check firstly with the conveyancer to ensure that this amount HAS gone to OSR, and isn't just sitting in the solicitor's trust account waiting to go there...

Secondly, call OSR and let them know what's happened. They will be able to direct you as to what to do.
