So who wears the risk now if it floods?

There is no risk at present, there is no historical risk. The new flood levels were set on the premise that the sea level would rise by 0.8m and so you needed to build above that level to be safe.

Sorry RPI I don't follow. From the public information it appears the 0.8m increase assumption is to be removed now. So what happens when people now go and build in this zone and their house ends up permanently underwater?

Who takes this risk? From what I can see it already looks like residents are asking for their properties to be defended by taxpayers through building defensive infrastructure etc - not that governments have actually got any money for this sort of thing...

People are going to be looking around for someone to blame when the time comes - it will be a lawyer's picnic...
