Studio vs Outbuilding area rules

Hi All,

I am planning on building a studio on my 275sqm property and have a question on the interpretation of the rules.
I read here :
Detached studios have their own setback, height and area
requirements and they are not outbuildings as defined in
the policy.

Does this mean that a patio/deck with a studio on top (studio raised with post and beam construction with stairs) have two seperate calculations?

That is , 20sqm for the studio and 36sqm for the outbuilding?

(assuming there are no other outbuildings on site)

Thats what I thought initially. But then I read "they are not outbuildings ". Referring to studios not being outbuildings. So how can the unenclosed ground floor be counted as studio? Or conversely how can the studio count towards the 36sqm outbuilding maximum?
