Subdivision , new unit & Council rates

Looking for guidance/advice re the following scenario:
- A block of land with existing unit in the front and a new unit is built at the rear.
- Subdivision not currently planned as no plan to sell any of the units and to avoid subdivision cost till a later time

Question :
a) Will the council rate need to be paid for the new unit separately even if subdivision is not carried out?
b) If the answer to above is No, can the council bins for new unit be organised as additional bins for the current property without subdivision?

Council rates are based on the'Value of the Property' although many have different ways of working this out. (check with your councils website)

Once you have finished the construction the council can value the property as 2 houses whether you have subdivided or not.
