Talking directly to the tenant to find out about the condition of the property...

I am first home buyer. I have paid 0.25% deposit for a 2-bedroom unit that I am interested in. The bank has also approved the loan. Now I just need to get the strata report before paying the 10%.

I have inspected the property twice before and it looks fine. The property is currently leased. Is it ok to go and speak directly to the current tenant there to find out if there are issues and damages to the property and also to find out abut the neighbourhood? or is it illegal to do so?

There is nothing I know of to stop you speaking directly to the tenant. Leglislation restricts the landlord, but you are not yet in that position. You can also talk to other unit dwellers in the same complex to get a balanced view.
