Unimproved site Value

Is there any way of accessing the unimproved site value of properties that I am interested in? The basic land value attributed to a property as found on the rates notices?

You are in Melbourne. Every property for sale must have a section 32 or vendor's statement and part of that document is the council rates notice that includes the unimproved site value.

This is not necessarily the case.
The Section 32 Vendors statement allows a vendor to just state the name of the responsible authority for planning affecting the site and a "Total outgoings do not exceed $...." section.
The vendor is not under any obligation to attach rates certificates to the Section 32 Vendors Statement.
Some Solicitors do attach Rate certificates, but not attaching them in no way compromises the sale of the property.
