Unregistered Neighbourhood Plan

Wondering if anybody can shed some lights.

I have a potential property to purchase. Its a duplex townhouse, built and fitted with exception last minute kitchen apparatus which will be on completion of settlement.

However the house buily on a 'unregistered neighbourhood plan' i'm not quite sure what it means as this is different from a stand alone home purchase.

can you ask the builder? as there may be some development conditions that have become the unregistered neighbourhood plan
I have just finished building 3 townhouses and are in the process of registering a neighbourhood title plan. I would think that if the plan is unregistered, then the 2 units ie duplex would still be on one title. Therefore you would not be able to complete purchase untill the neighbourhood title plan is registered.
