Water Reading Fee

Just thought I'd ask the PM's on here and those who know the tenancy act in Vic inside out.
When a tenant vacates and requests a reading fee so they can get their last water usage bill - WHO pays this special reading fee?

Work with 3 different water companies in Vic and have never been charged a reading fee.

Rang the water authority. They said landlord pays. They are only allowed to charge the tenant for water usage.
We have never been charged this fee before.

Never heard of reading fees by water authority.....even if it is out of cycle....which water authority?

When I worked in Ballarat (12 years ago) they did charge a reading fee back then for readings outside the normal quarterly reading. But have never seen any other water company in the western suburbs charge this fee.

Wouldn't the Tenant's Act be the place to check? i.e. www.tuv.org.au
