Water Reading Fee

Just thought I'd ask the PM's on here and those who know the tenancy act in Vic inside out.
When a tenant vacates and requests a reading fee so they can get their last water usage bill - WHO pays this special reading fee?
 
Rang the water authority. They said landlord pays. They are only allowed to charge the tenant for water usage.
We have never been charged this fee before.
 
When I worked in Ballarat (12 years ago) they did charge a reading fee back then for readings outside the normal quarterly reading. But have never seen any other water company in the western suburbs charge this fee.
