Written Offers & Section 32

Sorry if I sound a little niave about these questions below but I'm a bit confused and thank you to anyone that answers my questions.

A section 32 is a vendors statement and must be supplied before any contract of sale is signed (this part I get)

What is a written offer? When does a section 32 have to be given? Is a written offer 'a contract of sale' signed by the people proposing to buy the property? Can a estate agent except a written offer before a section 32 is shown or does this stop him from getting written offers?

The contract is attached to the s32.

Your "offer" is when you sign it (and make and initial any changes you want to the contract conditions).

When the vendor countersigns, the offer is "accepted".

No you can't offer without the s32 - and you really don't want to - what if you discover the s32 has some strange covenants or shows a building over an easement etc?
