I have enabled the WYSIWYG editor interface (I thought it was on by default

If you go into edit the options in your user control panel, right down the bottom, you will see the option "Message Editor Interface" - if you set this to "Enhanced Interface - Full WYSIWYG Editing", you will get the new editor if your browser supports it.
