I don't know Phillip Island at all, but you could consider what the rental market is like there, as well as purchase price, and if it ticks all the boxes, you could purchase the Philip Island property as your first property, but put tenants in it & continue to live with your parents.

In fact, there are quite a few investors with more than one IP, who rent where they live.
