Do they always check your credit report for a credit card? Or does this largely depend on the limit sought?

Is there such a tool to calculate what sort of limit you are likely to get when applying for a credit card? I haven't found anything ( I want to check first in order to avoid any negative mark against my name if my application fails... Cheers
