What is going on? Is this sort of crap happening more frequently or is it just that when this does happen it is more widely reported and it creates the perception of increasing frequency?

Either way, it's sickening. Nothing can justify/mitigate/or otherwise defend such an action.

Think that may be the case here.

Apparently the person responsible for this is well known as homeless etc and is frequently seen going through garbage bins etc.

Still sickening though.

Hope the person concerned can be caught and the right treatment/punishment handed down.
