Contract of sale: section loss or damage before settlement

Hi,

Can someone tell me

is the section at contract of sale for Loss or Damage before Settlement is not a common condition?

Just a bit confused, a lot of people say you can delay a settlement until the problem that you found from final inspection will be fixed by the vendor

but General Condition Section 24.3 from contract of sale said

24.3The purchaser must not delay settlement because one or more of the goods is not in the condition required by general
condition 24.2, but may claim compensation from the vendor after settlement.

How do you people delay the settlement? Will there be a fine/interest to the purchaser?

Anyone can recommend a really really good solicitor here in melbourne?

I am just currently having a problem for my property which caused me a lot of stressed..
