Fence Repair v Replacement

If you replace the entire fence it is an improvement.

What is an entire fence? Is that all 3 sides? What if I replace one whole side

If you replace one whole side it is an asset in my opinion and not a repair. However I'm happy to be proved wrong.

A fence is not an Asset. It's Capital Works i.e. building.

Putting that aside, if you only replace part of a damaged fence you may be able to claim it as a repair. The fence would need to be replaced with the same type of fence and you would need to have owned the property for a while.
