Footscray Cotton Mills - 'Special Use' zoning

Hi all,

I'm interested in a number of units in the Footscray Cotton Mill but understand they are currently zoned "special use" which means you're not allowed to live there. I called the council and they said because of it's proximity to the Port they're reluctant to change the zoning because of complaints they may recieve from residents about the noise and Port hours.

What do people think the chances of the zoning changing at 91 Moreland St, Footscray and are there any ways around the no accomodation in a special use zone?

Can you apply for the zoning of a single unit in a complex to be amended?

This just reeks of typical backward thinking, they wont change it because they are afraid someone may complain? Why dont they just have a caveat on the zoning that states the Port will always be open 20hrs a day?

Because people will still sue regardless. Look at how people are still complaining about places like Docklands Rd and the airport. Easier, and less of a strain on the council budget to avoid having to defend themselves in court altogether.
