Yea this is true but Council's do change their S94 Levy policy from time to time. In the past 3 monthsa few have increased and some have decreased the fee. It's worth calling them to ask. Do it twice because you may find you get 2 different answers too!

Fairfiled Council area has a lot of flood prone land so watch for that.
Parramatta is generally quite good.
