Anyone know how normally provides this sort of thing after demolition??

A hygienist clearance is only required after the removal of asbestos. The responsibility of this should be on the demolisher. They will want to sight the receipts from the licensed tip as well as undertaking a site inspection to ensure that there is no fibro left on the site.
