instant gas hot water

i have a spa with an instant gas hot water system.
whats the most efficient way to heat the water?

full gas and full water flow
full gas and medium water flow
low gas and low water flow
medium gas medium water flow

if i have full flow with full gas the hot water outlet gets warm but if i have full gas and slower water it gets really hot

or it doent really matter?

I'd reckon full gas, and the water flow wouldn't matter. Even though the water gets hotter with the flow reduced, the spa would end up hot just as fast.
