Low balls have a time and place
Offer a ridiculously amount, and you will most likely alienate yourself
Offer a reasonable but low offer and you've got nothing to lose, especially if you've given reasons why you think it's only worth that much.
It sometimes allows you find out how far off their reserve as well.
Also helps if your credibility is high
Eg I'm currently renovating a property that I purchased from an agent a few weeks ago, and I low balled another four others he has just listed, normally he'd probably tell me to go jump, but he has heard of me prior so he knows I'm serious, so I'm still in the running.
